TOP-SEAL® is an environmentally safe, general purpose liquid soil additive that is mixed with water and used for
controlling and managing a variety of soil conditions. When properly applied in sufficient quantities, Top-Seal will effectively
eliminate or prevent the following problems: base failure of paved and unpaved roads, dust pollution, soil erosion, and
loss of water from ponds and reservoirs. The various versions and applications for Top-Seal are described below.

BASE STABILIZATION of PAVED ROADS. Top-Seal is used for
stabilization of any type of soil base for which a wearing surface
has been prescribed. This includes roadways, parking lots, airfield
runways, and any other type of traffic area that will be covered
with asphalt, chip-seal, or even concrete. When Top-Seal is used
properly in sufficient quantities, road base strength will be
significantly increased, and penetration by moisture will be
greatly reduced. As depicted by the chart (right), laboratory
testing has revealed that the presence of Top-Seal in a soil sample
can increase the strength by as much as 3,000 percent! Please
contact SCI for more information on guaranteed performance with
Top-Seal.

SEE THE TOP-SEAL DIFFERENCE. The photo of the road
featured on the left was taken approximately 6 years after
completion of construction. The area shown below the yellow line
had been stabilized with Top-Seal. The upper section (above the
yellow line) was not treated with Top-Seal, and it shows that the
wearing lanes are dark and worn out as a result of a general failure
of the base. As the untreated section continues for approximately a
mile, there are many patches where potholes and cracks had
occurred. The Top-Seal section, stretching for a mile in the
opposite direction had no potholes or cracks and it remained in that
condition for several years afterwards. Top-Seal is an excellent
choice for stabilization of paved surfaces.
EQUIPMENT and CONSTRUCTION PROCEDURES. Top-Seal is easily accommodated into routine construction
procedures with no requirement for special equipment or handling considerations. Typically, all that is needed is a motor
grader, water truck, and a compactor that is suitable for the type of soil being treated. During application into the soil,
Top-Seal is simply diluted with water and distributed into the area of coverage in sufficient quantities to bind and transform
a traffic base into a solid mass of tightly cemented soil particles. After a wearing surface is applied over a Top-Seal
stabilized base, the life-cycle of the road will be significantly extended and the cost of maintenance and reconstruction will be
greatly reduced.
CEMENT BASED STABILIZATION. Field testing by the
Texas (USA) Department of Transportation has revealed that
Top-Seal strength capabilities are comparable to cement
stabilization at a significantly lesser cost. The amount of
cement can be reduced by as much as 50 percent when
supplemented and stabilized with Top- Seal in a soil base.
Most importantly, the performance of the cement will be
greatly enhanced while saving as much as 40 percent
in the process. The plasticity characteristics of
Top-Seal also help create a more flexible base with the
cement. This will create a lower threshold for fracturing
of the cement and it will lead to a significant reduction
in the cost of maintenance.
RECYCLING and STABILIZATION of OLD ASPHALT
ROADS. The recycling of old worn asphalt roads is one of
the best uses for Top-Seal. The product is environmentally
safe, and therefore, it is an excellent alternative to the
increasingly unfavorable method of depositing more asphalt
emulsions into the soil.
The core sample on the right was made by the Texas
Department of transportation using Top-Seal as the primary
additive for cold in-place cycling of an old asphalt road. The
results of pulverizing asphalt and mixing it in-place with the
old base are dramatically enhanced by the introduction of
Top-Seal as a superior stabilizer that will tightly bind it all
together. There are significant advantages in using Top-
Seal in the renovation of old asphalt roads:
- No special handling procedures
- No special equipment or heating tanks
- Superior binding capacity
- Less expensive and more effective
- Easier to apply
- Longer lasting

The most important benefit from using Top-Seal with old
asphalt is that the process of excavating and disposing of
the old asphalt in accordance with very strict environmental
laws can be completely eliminated. This saves time,
money, and labor, while achieving superior results. Overall,
a tremendous savings and superior performance can be
expected from using Top-Seal as the primary additive in
the recycling of old asphalt roads.
The core sample, on the left, contains Top-Seal and
cement The sample was taken from a road stabilized by
the Texas Department of Transportation (TXDOT) in East
Texas, USA. TXDOT tests revealed that Top-Seal alone
produced greater strength in a road base than a
cement only section in the same road. However, when
combining the two products together, superior results are
achieved with an even greater savings
STABILIZATION OF UNPAVED ROADS and DUST CONTROL.
Using plain water to stabilize unpaved roads and to control dust is a
never-ending formidable task that offers little more than a few
hours of return on an expensive investment. The futility and
frustration of wasting time, money, and precious water resources
is increased as the water quickly evaporates and new clouds of
pollution are again released into the environment. Fighting dust
pollution with plain water is a wasteful outdated method of
dealing with a problem that is more easily and less costly solved
with an initial application of Top-Seal, and occasional
re-applications as needed. Top-Seal application rates for dust
control can be varied to meet proper requirements for all traffic
situations.

CONTROLLING DUST on HAUL ROADS and OTHER HEAVY
TRAFFIC AREAS. A special SCI program, known as HR-TS™
(Haul Roads with Top-Seal) is dedicated to controlling dust on roads
with extremely heavy traffic. This program will yield permanent and
guaranteed results when using Top-Seal as prescribed by SCI. The
success of this program with Top-Seal (under a different label) was
featured on the cover of internationally distributed Aggregates
Manager magazine. The magazine article revealed that this product
provided superior performance under very heavy traffic conditions.
The HR-TS™ Program is ideally suited for controlling dust pollution in
quarries, mines, airfields, large truck parking lots, industrial
zones, forests, and military staging areas. More info.

STABILIZATION of LANDFILL LINERS and SOIL EROSION CONTROL.
Top-Seal has a tremendous capacity for making soil virtually impermeable. The
graph compares the US EPA permeability coefficient of 1x10-7 for land fills with
the laboratory confirmed permeability coefficient for Top-Seal of 2.9x10-9. Top-
Seal meets and exceeds the US EPA standard many times over, thereby establishing
itself as a superior additive for landfill composite liners. The composite liner of a
landfill, or any soil embankment containing Top-Seal will be transformed into a solid
membrane that will seal itself against liquid penetrations. Substandard soils, that
would otherwise be excavated and replaced, can be treated with Top-Seal at
significant savings for landfill owners.
SOIL BLOCKS FOR CONSTRUCTION OF ADOBE HOMES. Soil
blocks, produced by soil block machines (SBMs) can be treated with Top-
Seal's sister product, Block-Seal. In the photo. the left block was treated
with Top-Seal, and the right block was treated with only water. The blocks
were then left in the open air and, after a single rain storm, the untreated
block had been severely damaged while the Top-Seal block remained solid
and fully intact. Top-Seal is an excellent additive for all types of soil
used in the manufacturing of soil blocks. Blocks produced with SCI’s soil
block machine, The Village Builder™, are guaranteed to be significantly
stronger and less permeable than those that are produced by the centuries
old method of making blocks by hand.

AGRICULTURAL APPLICATIONS. Top-Seal is an agriculturally friendly additive that promotes healthy growth of
produce at a cost savings that pays for itself many times over. The environmentally safe applications of Top-Seal on
farm and ranch roads will virtually eliminate the hazards of dust pollution in areas where crops and livestock are raised.
When crops and farm animals are rendered free of dust pollution, they are cleaner and much less affected by the deteriorative
invasion of airborne bacterium. The livestock remains healthier, and the crops receive more sunlight as a result of the absence
of dust pollution.
